Colorado Springs


2A Allows the City of Colorado Springs to retain and spend revenue above the TABOR-determined revenue cap and temporarily adjusting TABOR spending revenue and spending limitations.

League Position: SUPPORT

Based on LWVPPR's Local Government Position:

Support measures to improve the coordination, effectiveness, and economical operation of local government units.


2B Amendment to the City Charter requiring voter approval for parkland transfers

League Position: SUPPORT

Based on LWVPPR's parks position: Prevent attempts to appropriate park lands for other purposes, or to divert funds intended for parks, and Protect conditions in the Palmer-deeded park lands. A vote by citizens is a higher standard for the transfer of public lands.


2C Amendment to the City Charter requiring that a super-majority (seven members) of City Council approve parkland transfers

League Position: OPPOSE

Based on LWVPPR's parks position: Prevent attempts to appropriate park lands for other purposes, or to divert funds intended for parks, and Protect conditions in the Palmer-deeded park lands.


Colorado Springs School District 11


4A Allows School District 11 to retain and spend funds that otherwise exceed the the TABOR revenue cap.

League Position: SUPPORT
