The League of Women Voters supports this Initiative because:
The League supports a progressive [graduated] state income tax in which larger incomes are taxed at a higher rate than lower incomes. TABOR, the Taxpayer Bill of Rights, requires all income to be taxed at the same flat rate. This measure repeals that requirement, while leaving the rest of TABOR, including refunds, unchanged, replacing the flat tax with a fairer graduated one. TABOR is in the constitution, so no part can be changed without voter approval.
While 97% of Colorado taxpayers will pay less, the additional tax paid by the top 3% will improve funding for education, health care, and early child care, all programs the league supports.
